Bob Reboulet
Director and Board Chairman
During his tenure as Director, Bob has served as Board Secretary, and Board Treasurer. In May 2001 Bob was elected Chairman of the Board of Directors of the Metro West Fire Protection District. Bob came to the Fire District with an extensive management background; retiring from Eastman Kodak with 31 years of service.
Prior to joining Metro West, Bob worked as a volunteer medic with a large New York State EMS District. There also, he held several elected positions including Executive Vice President/President of the District. As a ‘working’ medic, Bob has thousands of EMS alarms to his credit. Bob is married with four grown children and four grandchildren.
Tim Flora
Director and Board Secretary
Tim B. Flora, Director has over 24 years of public safety experience. Director Flora served as a Volunteer Firefighter with the Ballwin Fire Protection District for three years. Director Flora also served with the United States Department of Justice as a Deputy United States Marshal, as an investigator with the Greater St. Louis Major Case Squad, and as an investigator and supervisor with local law enforcement.
Director Flora holds a Master of Arts Degree in Legal Studies, a Bachelor of Science Degree in Management, and a two year Certificate in Criminal Justice. Director Flora has received training from such entities as the Missouri State Fire Marshal’s Office, Federal Bureau of Investigation, U.S. Drug Enforcement Administration, U.S. Secret Service, and the Bureau of Alcohol, Tobacco and Firearms. In addition to service the Metro West Fire Protection District, Director Flora is President of a St. Louis based Investigative and security agency, and he also serves as Assistant Commander (Lieutenant Rank) of a law enforcement reserve unit with an area Sheriff’s department.

Ralph Starck
Director and Board Treasurer
Ralph Starck is the Treasurer of the Board of Directors of the Metro West Fire Protection District. Ralph was born in 1937 and is the brother of former Assistant Chief of the Fire District Leroy Starck.
Ralph is a life-long resident of West County having lived in the Ballwin Ellisville area all of his life. Ralph was a Master Carpenter and Millwright and was assigned to work on many major projects throughout the St. Louis area and outside the area. Mr. Starck has worked on power plants and dams and even Busch Stadium. Ralph was President of the Carpenters Local 185 for 28 years.
Ralph Starck was in the Army and Army Reserve and attained the rank of Supply Sergeant for the 21st General Hospital Unit.
Ralph has kept involved over the years with the local community. He was a volunteer with the old Community Volunteer Fire District, the Ballwin Volunteer Fire District, and the Ballwin Fire Protection District, which was incorporated in 1957. Mr. Starck is maintains his community service by being a member of the Ballwin Historical Commission and the Ellisville Industrial Development Authority. Ralph presently lives in Ellisville with his wife and three children.
