
Vincent Loyal
Chief, Fire & EMS Services
Chief Loyal began his career with the district as a firefighter/paramedic in 1978. Chief Loyal was appointed to Chief of Fire District in February 2003. He has progressed through the ranks and held the Assistant Chief position, commanding the administration, personnel and finance divisions from 1999 through 2003. Prior to his appointment as Assistant Chief, he served as the district's Chief Medical Officer, commanding the Emergency Medical Service operations for 16 years.
Chief Loyal holds an Associates Degree in Paramedic Technology, a Bachelors Degree in Management and is a graduate of the National Fire Academy's Executive Fire Officer program. He is a lifelong resident of west St. Louis County and lives in the City of Ballwin with his wife. He has two adult sons and one daughter-in-law.

Edward M. Beirne
Assistant Chief
Division of Special Operations & Training
Ed Beirne began his fire service career in 1980 as a volunteer for the St. Charles County Fire District. In 1982 he was hired by Normandy Fire District and served as a firefighter and paramedic until 1988. Ed came to Metro West in 1988 as a firefighter paramedic and progressed to Captain in 1998. Besides being a Captain, Company Officer, Ed also served as a Shift Training Officer and the Rescue Captain for “A” Shift. Ed is presently the Assistant Chief in charge of Special Operations and the Chief Training Officer for the Fire District.
During Chief Beirne’s career, he has been awarded three Phoenix Awards. He was awarded the Outstanding Young Firefighter Award by the West County Jaycee’s in 1998. He has remained a ground based and flight paramedic his entire career.
Assistant Chief Beirne is a member of the UASI Heavy Rescue St. Louis County Strike Team 3 and the S.O.A.R. Helicopter Rescue Team. He is also a member of the Missouri Emergency Training Specialists. Chief Beirne earned his Bachelors Degree in Fire Service Management from the University of Cincinnati and his Masters Degree in Executive Fire Service Leadership from Grand Canyon University. He has been accepted into the Department of Homeland Security/United States Fire Administration's Executive Fire Officer Program.
Presently, Assistant Chief Beirne lives in Ellisville with his wife and three children.
John D. Bradley
Captain, "A" Shift Training Officer
John Bradley began his fire service career with Metro West Fire Protection District in 1992 as a volunteer firefighter. In 1998, John was hired as a full time firefighter / paramedic and in 2009, John was promoted to Captain. In addition to station Captain, John serves as the training officer for “A” shift.
Captain Bradley is also a member of Missouri Task Force 1 sponsored by the Boone County Fire Protection District in Columbia, Missouri. Within the specialty federal team, Captain Bradley utilizes his paramedic skills as medical specialist. John has been on two federal deployments for hurricane relief in Texas and Louisiana.
Captain Bradley also serves as one of the districts Public Information Officers. Captain Bradley has attended several national trainings in this specialized area. Captain Bradley is a graduate of the Advanced Public Information Officer program through the Emergency Management Institute and several National Fire Academy classes, both located on the National Emergency Training Center in Emmetsburg, Maryland. John holds a Master of Science in Human Resource Management and a Bachelors Degree in Fire Science Management from Lindenwood University.
John resides in Eureka with his wife and three children.

Michael D. Thiemann
Coordinator of Emergency Management
Division of Special Operations
Michael Thiemann started his fire service career in 1994 as a volunteer for the Boles Fire Protection District in Franklin County. He worked as a 9-1-1 dispatcher for Washington Police, Fire & EMS from 1996 until 1999.
From 1999 to 2003 Michael worked for the American Red Cross as a Program Director for Health & Safety Programs and later as a Disaster Specialist over Community Disaster Education. During his time with the Red Cross Michael was the main media spokesperson for disaster preparedness initiatives and coordinated programs for all hazards.
In 2003, Michael was hired by the Metro West Fire Protection District to implement Community Emergency Response Team training and to support the public relations and public education activities. During his time with Metro West his position has evolved to include responsibilities with Media Relations, National Incident Management System and Incident Command training and compliance. Most recently he has been working to expand the Continuity of Operations and Disaster Planning initiatives for the district. Michael is assigned to the “Division of Special Operations” for Metro West.
Michael is currently working towards a Bachelor’s degree in Emergency Management through Grand Canyon University. He holds many certifications in Emergency Management, Fire Service Planning, and Disaster Services. Michael is a member of the National Information Officers Association, International Association of Emergency Managers and the St. Louis Area Incident Support Team.
Michael currently lives in Wildwood with his wife and son.
