Joe Starck, Director, has over 38 years of law enforcement experience. After working through the command level ranks at Ellisville Police Department, Director Starck served as the Ellisville Police Chief for 13 years.
For over 3 years, Director Starck was also employed by the U.S. Department of State and the United Nations. During this period, Director Starck was a police and government advisor in both Bosnia and Kosovo. While in Kosovo, Director Starck served as Assistant Police Commander in charge of 21 United Nations police officers from 21 different countries.
For 10 years, Director Starck was employed with Xanterra Corporation providing fire protection and security at the Yellowstone National Park. Director Starck is a graduate of the FBI National Academy in Quantico, Virginia, the Southern Police Institute – University of Louisville Kentucky, the St. Louis County Police Academy, and St. Louis Community College with an Associate of Arts degree in Criminal Justice. Director Starck also attended Maryville University.
In his early days of public safety, Director Starck also served as a volunteer firefighter with the Ballwin Fire Protection District (now Metro West). In addition to Director Starck’s law enforcement and public safety experience, he is also a combat military Vietnam veteran and served in the U.S. Army from 1964 to 1966.
